Properties saddled with unpaid back taxes are a serious problem in the south suburbs. Suglich was going to walk away from the opportunity in Blue Island when Mark Miller, the city’s economic development project coordinator, told him about the South Suburban Land Bank and Development Authority.
“The land bank took it over from the bank, then I bought it from the land bank,” Suglich said.
