About the SPC
The Suburban Purchasing Cooperative is a joint purchasing program sponsored by the Northwest Municipal Conference (NWMC), DuPage Mayors & Managers Conference (DMMC) South Suburban Mayors and Managers Association (SSMMA), and Will County Governmental League (WCGL). Together, those organizations represent 144 municipalities and townships in northeastern Illinois.

All public agencies as defined by the Illinois Governmental Joint Purchasing Act, as well as not-for-profit agencies that qualify under Section 45-35 of the Illinois Procurement Code, are eligible to participate in SPC joint purchasing programs.

Illinois statutes, 525/2 from Ch. 85, par. 1602. (Governmental Joint Purchasing Act), authorize that any governmental unit may purchase personal property, supplies and services jointly with one or more other governmental units. All such joint purchases shall be by competitive solicitation as provided in Section 4 of the Act.

The SPC exemplifies the benefits of intergovernmental cooperation. The goal of the SPC is to combine the resources and purchasing power of governments and not-for-profit entities to jointly negotiate advantageous contract terms on a line of high-quality products at the best possible price.

Economies of scale in terms of pricing and staff resources are the prime objectives of the SPC Joint Purchasing Program. By purchasing through the SPC, participants not only save money but time as well. Acting as an extension of the purchaser’s staff, SPC staff works diligently in order to avoid the needless duplication of effort through inhouse coordination of several functions involved in the procurement process.

The SPC’s portfolio of cooperative purchasing contracts and strategic alliances make the SPC an invaluable resource for eligible entities. Our competitively-solicited supplier contracts streamlines the purchasing process to help local government agencies achieve their strategic goals.

SPC programs provide public agencies and not-for-profit entities with access to contracts for goods and services at pre-negotiated rates or prices. The participating agency then purchases the goods or services with contracted vendors by placing purchase orders or entering into contracts based on the SPC rates or prices directly with the vendors

Municipal Surplus Vehicle and Equipment Auction
Get rid of lot rot at the auction held at America's Auto Auction in Crestwood!
​America’s AA offers a wide variety of convenient services to prep vehicles and garner the highest possible price. Please note that vehicles and equipment can be listed for disposal right up to the morning of the auction day. Sell them now to get a fresh start and please keep in mind that a portion of the proceeds helps support the operations of the Association.
In addition, and in lieu of taking staff off the jobsite to deliver vehicles to the auction, America’s AA offers pick-up and delivery services. Transportation rates are $2.50 per mile based on Google Miles from the exact pickup location to delivery at America’s AA, 14001 S. Karlov Avenue in Crestwood. Charges are one-way only, with a $50.00 minimum per vehicle.

As a reminder, the Suburban Purchasing Cooperative (SPC) has an alliance with Sourcewell, providing member access to over 830 products and services via Sourcewell’s national cooperative purchasing program. Expansion of the Sourcewell/SPC partnership reinforces the SPC’s goal of combining the resources and purchasing power of member governments and not-for-profit entities to jointly negotiate advantageous contract terms on high-quality products and services at the best possible price. The SPC/Sourcewell agreement runs through June 30, 2027.
Working with the SPC, members have a single point of contact to access Sourcewell program introductions, vendor training, tours and other marketing ventures for SPC members, SPC-member counties and all Illinois municipalities. To ensure your agency is registered for an account number with Sourcewell, please complete the Sourcewell member application. Participation in the Sourcewell/SPC alliance is free with no obligation to purchase.
